Ameren Illinois home EV charger incentives: ChargeReady, ChargeSmart and FlexCharge
Checked Oct 24, 2026. Ameren Illinois (central and southern Illinois) has three home EV programs: ChargeReady pays toward a Level 2 charger and installation for customers who meet equity or income criteria, ChargeSmart is an optional EV time-of-use delivery rate, and FlexCharge pays you to let it schedule your charging. None of them is offered to Ameren Missouri customers. Programs change; confirm with Ameren and your installer before you buy or install anything. Back to all Illinois rebates.
At a glance
| Program | What the source says |
|---|---|
| ChargeReady (charger + install) | Incentives for Level 2 chargers and installation, part of Ameren Illinois' Beneficial Electrification (BE) Plan. Ameren's FlexCharge FAQ says it can cover up to 100% of the cost of Level 2 equipment and installation for eligible customers. Ameren's ChargeReady page doesn't list a dollar amount. |
| ChargeSmart (rate, Rider EVCP) | Optional. A delivery credit for every kWh used 11 p.m. to 7 a.m. ($0.02/kWh June 1 to Sept 30, $0.01/kWh Oct 1 to May 31), a $0.65/kWh charge on your single highest hour of household use between 11 a.m. and 7 p.m. each billing period, and a $4/month bill credit for the first 12 billing periods. |
| FlexCharge (managed charging) | A one-time $50 enrollment incentive plus $10 a month after your first full month, up to $160 in the first year and $120 a year after that. Run by WeaveGrid for Ameren Illinois. |
| Funding | Ameren's EV Partner site says "due to high program interest, available funding may not satisfy customer demand." We found no published residential ChargeReady budget, deadline or waitlist on Oct 24, 2026. |
| Instant rebate (energy-efficiency program) | Re-checked Oct 24, 2026: searching the Ameren Illinois Savings site for "EV charger" and "electric vehicle charger" returned no EV charger rebate page, and its residential page lists no EV charger offer. We're not listing an instant rebate. |

Who qualifies for ChargeReady
You must be an Ameren Illinois residential customer living in a single-family home and be enrolled, or willing to enroll, in ChargeSmart. You also have to meet one of these:
- Where you live: an Environmental Justice Community (as defined by the Illinois Power Agency; see the Illinois Solar for All EJ page), a Restore, Reinvest, and Renew (R3) Community (see ICJIA's R3 page), or a Low-Income Community, meaning a Census tract where 51% or more of households earn under 80% of Area Median Income (HUD tract data). Ameren's eligibility map lets you check your address. We didn't test individual addresses.
- Your household: income at or below 80% of the latest median household income (U.S. Census Bureau), or at or below 150% of the federal poverty level, or eligible for LIHEAP, the Percentage of Income Payment Plan (PIPP), or Lifeline phone service.
- You personally: you self-identify as a graduate of, or currently in, the foster care system, or as formerly incarcerated.
Our take: if you live in a condo, apartment or townhome, Ameren's page as written doesn't cover you, since it says single-family home. Ask an EV Partner before assuming you're out. Everyone else in Ameren territory can still use ChargeSmart and FlexCharge.

How to apply
- Find an EV Partner (EVP) on the Ameren EV Partner Network site. Ameren says listed EVPs are certified and must meet Illinois Commerce Commission (ICC) requirements for installing EV charging.
- Contact the EVP and say you're interested in the Ameren Illinois Level 2 Charger Incentive. Ask for a quote with the charger and labor as separate line items (our quote checklist helps).
- The EVP confirms your eligibility, visits your home and guides you through the process. Questions go to EVP Network Customer Service at 888.514.9733.

ChargeSmart: the EV rate (required for ChargeReady)
- Open to Ameren Illinois residential electric customers who own or lease an EV and charge at home. It's optional unless you want ChargeReady.
- Only the delivery part of your bill changes; the energy supply section doesn't.
- 11 p.m. to 7 a.m. (Preferred Charging Period): a credit for every kWh, $0.02 in summer (June 1 to Sept 30) and $0.01 the rest of the year.
- 11 a.m. to 7 p.m. (Non-Preferred Charging Period): your single highest hour of total household use in the billing period is charged $0.65 per kWh. So charging the car while the dryer runs in the afternoon costs you.
- 7 to 11 a.m. and 7 to 11 p.m.: standard delivery rate, no credit or extra charge.
- A $4/month bill credit for the first 12 billing periods (per Ameren's FlexCharge FAQ) to ease the transition.
- To enroll you need your EV's year, make, model and VIN, the charger's make, model, voltage and amp rating, and, if it applies, your certified installer's company information and ICC docket number.
One caution: the ChargeSmart page's summary graphic lists the time periods differently from its own FAQ. We used the FAQ's definitions, which match the FlexCharge page. Check your rate terms before you set a charging schedule.
Rooftop solar? Ameren warns that solar hours (about 11 a.m. to 3 p.m.) fall inside the ChargeSmart peak window, so FlexCharge's "Rooftop solar charging" add-on can trigger the peak charge.

FlexCharge: get paid to let it schedule charging
- Open to eligible residential customers on the standard DS-1 rate, with or without ChargeSmart. Ameren says pairing it with ChargeSmart gives the biggest financial benefit, because FlexCharge times charging to the 11 p.m. to 7 a.m. credit window.
- Incentives: $50 at enrollment, then $10 a month after the first full month (up to $160 in year one, $120 a year after that). You can override the schedule anytime.
- If ChargeReady paid for your charger and it's a FlexCharge-supported model, you can enroll that charger. WeaveGrid keeps the list of qualified vehicles and chargers (that page blocked our automated check on Oct 24, so we didn't review it).

Tight panel?
If your home has a 100A service, ask the EV Partner about load management before you accept a panel upgrade. Our 100A panel guide covers the options. In ComEd territory instead? See the ComEd 2027 reopen watch.
What we couldn't confirm yet
- A dollar cap or per-household limit for ChargeReady beyond "up to 100%".
- The residential ChargeReady budget, how much is left, or any deadline or waitlist.
- Program terms and conditions for ChargeReady (we didn't find a published document).
- Which EV Partners serve residential customers in a given town. The partner list loads as a map, so we didn't review it.
We'll update this page when Ameren publishes more detail.
